STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fourteen

AN ACT relative to the sale of Lucky 7 tickets.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Sale of Lucky 7 Tickets. Amend RSA 287-E:21, III-a to read as follows:

III-a. Lucky 7 tickets may be sold by dispenser devices approved by the commission and located at the regular meeting place of, or at a facility owned, leased, or utilized by, the licensee for its activities, including between the hours of 11:00 a.m. and 11:00 p.m. on any day at a location where a charitable organization conducts bingo licensed under this chapter, provided that the commission shall not authorize the use of any lucky 7 dispenser device which was not in use on or before January 1, 2011, unless such device dispenses a paper or cardboard ticket which has a manual break-open feature and specifications for such dispenser device are contained in the rules of the commission. Any permitted lucky 7 device shall not be in the nature of a slot machine and the outcome of any wager involving a permitted lucky 7 device shall be determined solely by and on the cardboard or paper ticket.

2 Sale of Lucky 7 Tickets. Amend RSA 287-E:7, IV to read as follows:

IV. No bingo games shall be conducted prior to 11:00 a.m. on a Saturday or a weekday, prior to noon on a Sunday, or after 11:00 p.m. on any day. Lucky 7 tickets sold in conjunction with the operation of bingo games shall not be sold after 11:00 p.m. on any day.

3 Effective Date. This act shall take effect 60 days after its passage.

HB 1160-FN FISCAL NOTE

AN ACT relative to the sale of Lucky 7 tickets.

FISCAL IMPACT:

      The Racing and Charitable Gaming Commission states this bill, as amended by the House (Amendment #2014-0140h), may increase state education trust fund revenue by an indeterminable amount in FY 2014 and each year thereafter. There is no fiscal impact on state expenditures, or county and local revenue and expenditures.

METHODOLOGY:

    The Racing and Charitable Gaming Commission states this bill allows for the sale of Lucky 7 tickets from dispenser devices where charitable organizations are conducting bingo. The Commission states this bill may lead to an increase in Lucky 7 ticket sales as a result of expanded sales hours. Lucky 7 tickets may be sold only by bona-fide members of a charity so without additional volunteers to sell the tickets expanded hours may have little impact. The state receives a $15 fee from each deal of Lucky 7 tickets sold. In FY 2013, 56,931 Lucky 7 deals were sold. The Commission is not able to predict the increase in revenue, if any, to the education trust fund as a result of this bill.
