STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Thirteen
AN ACT relative to instituting a bus service between Claremont, New Hampshire and Lebanon, New Hampshire.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Department of Transportation; Bus Service Between Claremont and Lebanon; Authority to Expend State Funds.
I. The Community Alliance Transportation Services in Newport, with the support of the department of transportation, shall actively solicit federal funds for the purpose of covering start-up costs, including the purchase of 2 buses and 3 years of operating expenses, relative to instituting a bus service between Claremont, New Hampshire and Lebanon, New Hampshire.
II. The Community Alliance Transportation Services shall actively solicit private or local funds, or both, for the purpose of providing any required match for the receipt of federal funds described in paragraph I. If sufficient funding is not raised by June 30, 2017, any private or local matching funds received under this paragraph, plus interest, shall be returned to the contributing entities.
2 Effective Date. This act shall take effect July 1, 2014.

HB 650-FN-A FISCAL NOTE
AN ACT making an appropriation to start a bus service between Claremont and Lebanon.
FISCAL IMPACT:
The Department of Transportation states this bill, as amended by the House (Amendment #2013-0294h), may increase state restricted revenue and general fund expenditures by an indeterminable amount in FY 2014 and each year thereafter. There will be no impact on county and local revenues or expenditures.
This bill appropriates $1 from the state general fund to the Department of Transportation for the fiscal year ending June 30, 2014, to be distributed to Community Alliance Transportation Services in Newport, NH, for the purposes of this act.
METHODOLOGY:
The Department of Transportation states this bill appropriates $1 in FY 2014 and enables the Department to seek approval from the Fiscal Committee of the General Court and Governor and Council for additional funding up to $250,000 for the purpose of instituting a bus service between Claremont and Lebanon. The bill states the request for up to an additional $250,000 would be subsequent to the Department receiving private funds and a notification of a federal matching grant. The Department is unable to determine how much private or federal funding may be realized and therefore cannot estimate the fiscal impact of this bill.
