STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Fourteen
A RESOLUTION urging Congress to apply laws equally to citizens of the United States and to Senators and Representatives.
Be it Enacted by the Senate and House of Representatives in General Court convened:
Whereas, the general court of New Hampshire was the ninth state to confirm the Constitution of the United States, thus causing its implementation on the original members of the United States; and
Whereas, the several states independently make laws affecting their residents as is their right; and
Whereas, the individual elected members of the sovereign state of New Hampshire, its representatives, and senators, are equally, rightly, and justly subject to the laws they create for their residents; and
Whereas, the federal government, a creation of the several states, has made laws that affect the people of the several states while frequently exempting the elected representatives to the federal government and other members of the federal government from the laws they impose on the populations of the several states; now, therefore, be it
Resolved by the Senate and House of Representatives in General Court convened:
That the state of New Hampshire hereby petitions, and solicits its sister States to petition, the Congress of the United States to convene a Convention of the States for the purpose of proposing an Amendment to the Constitution of the United States requiring that laws made by the federal government apply not only to the people and the several states but also to the federal government; to wit: Congress shall make no law that applies to the citizens of the United States that does not equally apply to the Senators and/or Representatives, and Congress shall make no law that applies to the Senators and/or Representatives that does not apply equally to the citizens of the United?States; and
That the resolution shall serve as a continuing petition in accordance with Article V of the Constitution of the United States until the legislatures of at least two-thirds of the several states have submitted petitions on the same subject; and unless and until revoked by the general court of the state of New Hampshire; and
That the house clerk and senate clerk shall jointly send a signed copy of this resolution to the clerks of the House and Senate of the Congress of the United States and to each member of the New?Hampshire congressional delegation.
