STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Fifteen
AN ACT appropriating funds to the department of environmental services for the purpose of funding eligible water supply land protection costs under the state aid grant program.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Department of Environmental Services; State Aid Grant Program; Appropriation. State Aid Grant Program; Appropriation to Department of Environmental Services.
I. The sum of $1,500,000, for the fiscal year ending June 30, 2016 is hereby appropriated to the department of environmental services for the purpose of funding state aid grant programs under RSA 486-A for eligible water supply land protection costs SAG 03-44-44-442010-1000-073-500580. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.
II. The sum of $1,500,000, for the fiscal year ending June 30, 2017 is hereby appropriated to the department of environmental services for the purpose of funding state aid grant programs under RSA 486-A for eligible water supply land protection costs SAG 03-44-44-442010-1000-073-500580. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.
2 Effective Date. This act shall take effect July 1, 2015.

SB 196-FN-A-LOCAL - FISCAL NOTE
AN ACT appropriating funds to the department of environmental services for the purpose of funding eligible water supply land protection costs under the state aid grant program.
FISCAL IMPACT:
The Department of Environmental Services states this bill, as introduced, will increase state general fund expenditures by $1,500,000 in FY 2016 and $1,500,000 in FY 2017, and will increase local expenditures and revenue by an indeterminable amount in FY 2016 and FY 2017. There will be no fiscal impact on state and county revenue, or county expenditures.
This bill appropriates $1,500,000 in FY 2016 and $1,500,000 in FY 2017 from the state general fund to the Department of Environmental Services for the purpose of this act.
METHODOLOGY:
The Department of Environmental Services states this bill appropriates $1,500,000 in FY 2016 and $1,500,000 in FY 2017 to the Department for the purpose of funding water supply land grant program (RSA 486-A) state aid. The Department assumes the entire amount appropriated each year will be expended. Eligible entities need to provide a 75% match to obtain this state aid, which can be in the form of cash, transaction expenses, and land donation. The Department is not able to determine the exact increase in expenditures or revenue to the communities that might seek this type of state aid because it is not able to determine how much of this funding might go to other eligible entities.
