STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fifteen

AN ACT authorizing certain expenditures by the department of transportation.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Route 106 Improvements; Department of Transportation. The department of transportation may utilize up to $3,000,000 of funds from available department sources to complete improvements to N.H. Route 106 as contained in the state 10-year transportation improvement plan. Construction work on the project may begin as soon as possible.

2 Economic Development Project; North Country; Department of Transportation. The department of transportation may utilize up to $500,000 from available department sources for the purpose of funding a North Country economic development project to be expended pursuant to the terms of an agreement with the department.

3 Effective Date. This act shall take effect upon its passage.

SB 256-FN FISCAL NOTE

AN ACT authorizing certain expenditures by the department of transportation.

FISCAL IMPACT:

    The Department of Transportation states this bill, as introduced, may have an indeterminable impact on state highway fund expenditures in FY 2016. There will be no impact on county and local expenditures or state, county, and local revenue.

METHODOLOGY:

    The Department of Transportation states this bill authorizes the Department to utilize up to $3,000,000 of funds from available department sources to complete improvements to NH Route 106 as contained within the State’s 10-year transportation improvement plan and up to $500,000 for the purpose of funding a North Country economic development project. The Department states all funding is specifically appropriated through the budget process by the Legislature. Accordingly, the Department states they are unable to identify “funds available to the Department” as stipulated in the bill noting the proposed legislation does not specify a specific funding source or identify specific displacement of an existing project within the 10-year transportation improvement plan specified pursuant to Chapter 326, Laws of 2014. This precludes the Department’s ability to execute this bill as written.
