PROVIDING THAT:\tonly a resident of the state may establish a domicile for the purpose of voting.

Be it Resolved by the House of Representatives, the Senate concurring,  that the

\t\tI.  That the first part of the constitution be amended by inserting after article 11 the following new article:

\t\tIII.  That the selectmen of all towns, cities, wards and places in the state are directed to insert in their warrants for the said 2016 election an article to the following effect:  To decide whether the amendments of the constitution proposed by the 2016 session of the general court shall be approved.

\t\tIV.  That the wording of the question put to the qualified voters shall be:

"Are you in favor of amending the first part of the constitution by inserting after article 11 a new article to read as follows:

\t[Art.] 11-a.  [Only Residents May Vote.]  No person may establish a domicile for the purpose of voting unless he or she is a resident of the town, ward, or unincorporated place where he or she seeks to vote."
