STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\tadding 2 alternative treatment centers under the law governing use of cannabis for therapeutic purposes.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  Cannabis for Therapeutic Purposes; Alternative Treatment Centers.  Amend RSA 126-X:7, III to read as follows:

\t\tIII.  If at any time after 2 years after the effective date of this section, fewer than [4] 6 alternative treatment centers hold valid registration certificates in New Hampshire, the department shall accept applications for a new alternative treatment center.  No more than [4] 6 alternative treatment centers shall hold valid registration certificates at one time.

\t2  Effective Date.  This act shall take effect 60 days after its passage.

HB 1373-FN- FISCAL NOTE

 

AN ACT\tadding 2 alternative treatment centers under the law governing use of cannabis for therapeutic purposes.

 

 

FISCAL IMPACT:

The Department of Health and Human Services states this bill, as introduced, will increase state restricted revenue and expenditures by an indeterminable amount in FY 2017 and each year thereafter.  There will be no impact on county or local revenue and expenditures.

 

METHODOLOGY:

The Department of Health and Human Services states this bill increases from four to six the number of alternative treatment centers authorized under the law governing the use of therapeutic cannabis.  Of the four centers that are currently licensed, three pay an annual registration fee of $80,000, while the fourth, located in the North Country, pays an annual fee of $40,000. The Department assumes that the two additional centers licensed by this bill will each pay an $80,000 annual registration fee, generating $160,000 in annual revenue. In addition, entities that respond to the request for applications will each pay $3,000.  Since the number of applicants is unknown, and since the Department may issue requests for applications at any time depending on the number of centers currently licensed, the result will be an indeterminable increase in state revenue beginning in FY 2017. In addition to the revenue impact, the Department states the bill will increase state expenditures by an indeterminable amount, as it will be required to regularly inspect the two additional treatment centers.
