STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\trelative to a school building inventory.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  New Subdivision; School Building Inventory.  Amend RSA 199 by inserting after section 26 the following new subdivision:

School Building Inventory

\t199:27  School Building Inventory.  

\t\tI.  The commissioner of the department of education shall conduct a statewide school building inventory to gather basic data and information on the condition of public school buildings and sites.  The department may, as needed, employ individuals with training and expertise in building engineering and school program use requirements to assist in the completion of the building inventory.  The commissioner shall submit a report summarizing statewide school building inventory results to the speaker of the house of representatives, the president of the senate, the chairman of the house education committee, the chairman of the senate education committee, and the governor on or before September 30, 2018 and at least every 5 years thereafter.

\t\tII.  The commissioner of the department of education shall establish and maintain a school building inventory database.  The department shall identify data elements collected and maintained as part of the database including, but not limited to:  condition of school grounds, physical structure and building systems, adequacy of building safety and security systems, adequacy of space in buildings and grounds, building schematic floor plan diagrams and facility conditions in support of student learning.

\t2  Effective Date.  This act shall take effect 60 days after its passage.

HB 1408-FN- FISCAL NOTE

 

AN ACT\trelative to a school building inventory.

 

 

FISCAL IMPACT:

The Department of Education states this bill, as introduced, will increase state expenditures by an indeterminable amount in FY 2017 and each year thereafter.  There will be no impact on state, county, and local revenues or county and local expenditures.

 

METHODOLOGY:

The Department of Education states this bill would require a school inventory report be completed and reported to specific members of the General Court by September 30, 2018, as well as the creation of a school building inventory database.  The Department states there are over 400 school buildings in the state and in order to comply with the requirements of this bill it would need to hire outside consultants with the necessary expertise.  The Department states it is unable to determine this bill’s impact on state expenditures as it cannot predict the costs for the consulting services required.
