STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\trelative to the registration of antique trailers.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  Antique Trailer Plates.  Amend RSA 261:89-a, II to read as follows:

\t\tII.  For the purposes of this section, "trailer'' means any vehicle [with a single axle and one tire on each side of the axle,] without motive power, designed for carrying passengers or property wholly on its own structure and for being drawn by a self-propelled vehicle.

\t2  Effective Date.  This act shall take effect 60 days after its passage.

HB 1438-FN-LOCAL- FISCAL NOTE

 

AN ACT\trelative to the registration of antique trailers.

 

 

FISCAL IMPACT:

The Department of Safety states this bill, as introduced, will decrease state revenues by $212,760 in FY 2017 and each year thereafter, decrease local revenues by $25,531 in FY 2018 and each year thereafter, increase state expenditures by $20,000 in FY 2017 and by $25,531 in FY 2018 and each year there after, and may increase local expenditures by an indeterminable amount in FY 2017.  There is no fiscal impact on county revenue or expenditures.

 

METHODOLOGY:

The Department of Safety states this bill would eliminate the requirement that antique trailers have only one axle to qualify for antique trailer plates.  There are currently 14,916 trailers currently not registered as antiques that would qualify to register as an antique under this bill, and estimate the annual impact, beginning in FY 2017, on unrestricted highway fund revenues as follows:

* Per RSA 261:141.  For over 8,000 lbs, the fee is $0.60 per hundred lbs. of gross weight.  (Minimum of $48 used for the purpose of this fiscal note.)

Pursuant to RSA 235:23, not less than 12 percent of the total motor vehicle fee revenue collected in the previous year is distrubuted to municipalities by the Department of Transportation as highway block grants.  Therefore, this bill would result in a decrease in state highway fund expenditures and local revenues of $25,531 ($212,760 X 12%) per year beginning in FY 2018.

 

The Department of Safety states it will incur an estimated $20,000 in highway fund expenditures related to programming changes in the state's registration software.  Additionally, there may be a cost to municipalities if programming changes are necessary for their private registration software programs.
