HB 1563-FN-LOCAL- FISCAL NOTE
AN ACT\trelative to funding for full-day kindergarten pupils.
FISCAL IMPACT:
The Department of Education states this bill, as introduced, will increase state education trust fund expenditures and local revenues by an indeterminable amount in FY 2017 and each year thereafter. There will be no impact on state and county revenues or county and local expenditures.
METHODOLOGY:
The Department of Education states this bill increases funding from half-day to full-day for pupils attending full-day kindergarten programs. The Department states based on FY 2017 preliminary data, which does not include any new full-time kindergarten programs that may have been established in September 2015, this bill would increase state education trust fund expenditures and local revenues for traditional public schools as follows (the Department of Education is unable to provide estimates for FY 2018 and each year thereafter):
FY 2017 - Preliminary Data | |||
| Current Law | Proposed | Increase |
Adequate Education Grants | $563,924,066 | $577,197,463 | $13,273,397 |
Statewide Education Property Tax | $363,431,572 | $363,431,572 | $0 |
Total Cost | $927,355,638 | $940,629,035 | $13,273,397 |
To the extent a chartered public school provides full-day kindergarten programs, this bill would increase state education trust fund expenditures for charter school payments in FY 2017 and each year thereafter.
