HB 1616-FN- FISCAL NOTE
AN ACT\trelative to drivers' licenses and identification cards that are compliant with federal identification law.
FISCAL IMPACT:
The Department of Safety states this bill, as introduced, will increase state highway fund revenue by $322,500 in FY 2018 and each year thereafter, increase state highway fund expenditures by $131,250 in FY 2017, $162,000 in FY 2018, $196,682 in FY 2019, and $202,682 in FY 2020, and increase local revenues by $38,682 in FY 2019 and each year thereafter. There will be no impact on county revenues or county and local expenditures.
METHODOLOGY:
The Department of Safety states this bill allows an individual obtaining a driver’s license or non-driver picture identification card (ID) to choose whether it complies with the Real ID Act of 2005 (Real ID Act) and also authorizes enhanced driver’s licenses and optional enhanced non-driver identification cards that meet the standards of the Western Hemisphere Travel Initiative. The Department states while the fee for ID’s complying with the Real ID Act would remain unchanged, the fee for an enhanced driver’s license would be $80 and an enhanced non-driver ID would be $50, which would be $30 and $40 more than current traditional amounts of $50 and $10, respectively. The Department states its current production equipment is capable to produce IDs that comply with the Real ID Act, however it would incur one time programming and perpetual card stock costs relative to the enhanced IDs. Furthermore, the Department states it would require two new cash terminal operator positions specifically to handle enhanced IDs as it anticipates each request to include a 20 minute structured interview type process. Below is a summary of the Department’s estimates of this bill’s impact to state revenues and expenditures and local revenues:
