AN ACT\trelative to electric renewable energy classes.

Be it Enacted by the Senate and House of Representatives in General Court convened:

\t1  Minimum Electric Renewable Portfolio Standards.  Amend RSA 362-F:3 to read as follows:

\t362-F:3  Minimum Electric Renewable Portfolio Standards.  For each year specified in the table below, each provider of electricity shall obtain and retire certificates sufficient in number and class type to meet or exceed the following percentages of total megawatt-hours of electricity supplied by the provider to its end-use customers that year, except to the extent that the provider makes payments to the renewable energy fund under RSA 362-F:10, II:

\t\t\t\t2008\t2009\t2010\t2011\t2012\t2013\t2014\t2015\t2025 and thereafter

Class I \t\t\t0.0%\t0.5%\t1% \t2% \t3% \t3.8%\t5%\t6%\t15% (*)

Class II\t\t0.0%\t0.0%\t0.04% \t0.08% \t0.15% \t0.2%\t0.3%\t0.3%\t0.3%

Class III\t\t3.5%\t4.5%\t5.5%\t6.5%\t1.4% \t1.5%\t3.0%\t8.0%\t 8.0%

Class IV\t\t0.5%\t1%\t1%\t1%\t1% \t1.3%\t1.4%\t1.5%\t1.5%

\t*Class I increases  an additional 0.9 percent per year from 2015 through 2025.  A set percentage of the class I totals shall be satisfied annually by the acquisition of renewable energy certificates from qualifying renewable energy technologies producing useful thermal energy as defined in RSA 362-F:2, XV-a.  The set percentage shall be 0.4 percent in 2014, 0.6 percent in 2015, 1.3 percent in 2016, and increased annually by 0.1 percent per year from 2017 through 2023, after which it shall remain unchanged.  Classes II-IV remain at the same percentages from 2015 through 2025 except as provided in RSA 362-F:4, V-VI.  In the event class I goals cannot be met by sources complying with RSA 362-F:4, I, a portion of the class I goal may be satisfied by power obtained through a power purchase agreement approved by the commission from other hydroelectric sources that do not otherwise meet the requirements of RSA 362-F:4, I.  The portion satisfied in this manner shall not exceed 5 percent of the total megawatt-hours of electricity supplied by the provider to its end-use customers that year.

\t2  Effective Date.  This act shall take effect 60 days after its passage.
