\tThis bill establishes a moratorium on federal land acquisition and requires the department of resources and economic development to conduct a study to determine whether prior acquisitions complied with the requirements of RSA 121.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\testablishing a moratorium on federal land acquisition pending a study by the department of resources and economic development.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  New Section; Acquisition of Lands by the United States for Conservation Purposes; Moratorium and Study.  Amend RSA 121 by inserting after section 8 the following new section:

\t121:9  Moratorium; Study by the Department of Resources and Economic Development.  A moratorium shall be placed on all federal land acquisition allowed in New Hampshire under this chapter.  A study shall be completed by the department of resources and economic development to supply the information required in RSA 121:6 to the general court, governor, executive council and any member of the public who requests such information.  The department of resources and economic development also shall supply to the governor, executive council, general court, and, upon request, members of the public, the information necessary to determine whether the procedures and requirements for previous federal acquisitions within New Hampshire were adhered to and did not exceed limits set forth in RSA 121:6.

\t2  Effective Date.  This act shall take effect 60 days after its passage.
