STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\testablishing a committee to study, in conjunction with municipalities and the department of transportation, the feasibility of a complete streets program.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  Committee Established.  There is established a committee to study, in conjunction with municipalities and the department of transportation, the feasibility of a complete streets program.

\t2  Membership and Compensation.

\t\tI.  The members of the committee shall be as follows:

\t\t\t(a)  Two members of the senate, appointed by the president of the senate.

\t\t\t(b)  Three members of the house of representatives, all of whom shall be members of the public works and highways committee, appointed by the speaker of the house of representatives.

\t\tII.  Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

\t3  Duties.  The committee, in conjunction with municipalities and the department of transportation, shall review:

\t\tI.  Existing department of transportation policies regarding complete streets.

\t\tII.  Previous department of transportation projects that incorporate complete streets.

\t\tIII.  Examples of complete streets projects.

\t\tIV.  Implementation of a complete streets program that does not draw on any funds from the New Hampshire highway fund to implement any part of the complete streets program.

\t\tV.  Whether there are federal highway funds that could be allocated to a complete streets program that would not diminish any funds that could otherwise be utilized for highway projects.

\t4  Chairperson; Quorum.  The members of the study committee shall elect a chairperson from among the members.  The first meeting of the committee shall be called by the first-named senate member.  The first meeting of the committee shall be held within 45 days of the effective date of this section.  Three members of the committee shall constitute a quorum.

\t5  Report.  The committee shall report its findings and any recommendations for proposed legislation to the president of the senate, the speaker of the house of representatives, the senate clerk, the house clerk, the governor, and the state library on or before November 1, 2016.

\t6  Effective Date.  This act shall take effect upon its passage.
