STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\trequiring public schools to include drug and alcohol education as part of their health education curriculum.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  New Section; School Boards; Drug and Alcohol Education.  Amend RSA 189 by inserting after section 11-c the following new section:

\t189:11-d  Drug and Alcohol Education.  Each public school in the state, as part of its health education curriculum, shall provide at each grade level a minimum of 2 hours of age appropriate drug and alcohol education to pupils in kindergarten through grade 4 and a minimum of 4 hours of age appropriate drug and alcohol education to pupils in grades 5 through 12.  The school board may authorize the use of an approved prevention program such as "Life of an Athlete," or a similar program.  The school board shall develop and implement policies and procedures to enable school personnel to make available to pupils and their parents existing resources and treatment programs for pupils with drug or alcohol issues.

\t2  Effective Date.  This act shall take effect 60 days after its passage.

SB 369-FN- FISCAL NOTE

 

AN ACT\trequiring public schools to include drug and alcohol education as part of their health education curriculum.

 

 

FISCAL IMPACT:

The Department of Education states this bill, as introduced, may increase local expenditures by an indeterminable amount in FY 2017 and each year thereafter.  There will be no impact on state, county, and local revenues, or state and county expenditures.

 

METHODOLOGY:

The Department of Education states this bill requires public schools to provide, as part of the school’s health education curriculum, age appropriate drug and alcohol education to pupils in kindergarten through grade 12.  The Department states this bill may result in added training costs to some school districts to incorporate drug and alcohol education in their health education curriculums.
