STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Sixteen
AN ACT\testablishing the position of chartered public school program officer.
Be it Enacted by the Senate and House of Representatives in General Court convened:
\t1 New Paragraph; Department of Education; Commissioner. Amend RSA 21-N:3 by inserting after paragraph III the following new paragraph:
\t\tIII-a. The commissioner, after consultation with the state board of education, shall nominate a chartered public school program officer for appointment by the governor and council. The chartered public school program officer shall serve for a term of 4 years and may succeed himself or herself, if reappointed. The chartered public school program officer shall be qualified to hold the position by reason of education and experience.
\t2 Department of Education; Salary of Chartered Public School Program Officer. Amend RSA 21-N:3, IV to read as follows:
\t\tIV. The salaries of the commissioner, the deputy commissioner [and], each division director, and the chartered public school program officer shall be as specified in RSA 94:1-a.
\t3 New Section; Department of Education; Duties of the Chartered Public School Program Officer Amend RSA 21-N by inserting after section 5 the following new section:
\t21-N:5-a Duties of Chartered Public School Program Officer. The chartered public school program officer shall:
\t\tI. Provide guidance to chartered public schools regarding compliance with state and federal requirements.
\t\tII. Answer inquiries regarding chartered public schools.
\t\tIII. Act as the liaison between chartered public schools and the department of education.
\t\tIV. Ensure that a chartered public school is implementing its charter mission.
\t\tV. Provide training for interested parties on the governance of chartered public schools and the development of chartered public school policy.
\t\tVI. Assist the chartered public school in identifying and securing alternative funding sources.
\t\tVII. Receive and evaluate progress reports from chartered public schools, identify best practices for instruction and management in chartered public schools, and develop a process to share such best practices with other public schools.
\t\tVIII. Act as the liaison between chartered public schools and the United States Department of Education.
\t\tIX. Act as the liaison between chartered public school advocacy groups and interested parties.
\t\tX. Act as the liaison between chartered public schools and other public schools in the chartered public school's geographic area.
\t4 Chartered Public School Program Officer; Salary Determination. The salary of the chartered public school program officer position established in section 1 of this act shall be determined after assessment and review of the appropriate temporary letter grade allocation in RSA 94:1-a, I(b) for the position which shall be conducted pursuant to RSA 94:1-d and RSA 14:14-c.
\t5 Effective Date. This act shall take effect July 1, 2017.

SB 483-FN- FISCAL NOTE
AN ACT\testablishing the position of chartered public school program officer.
FISCAL IMPACT:
The Department of Education states this bill, as introduced, will increase state general fund expenditures by an indeterminable amount in FY 2017 and each year thereafter. There will be no impact on state, county, and local revenues or county and local expenditures.
METHODOLOGY:
The Department of Education states this bill would establish a chartered public school program officer position to support and oversee charter public schools. The bill provides the new unclassified position would be assessed and reviewed to determine appropriate salary level. Assuming a start date of July 1, 2017 and an unclassified letter grade of EE, step 1 (starting salary $63,992), it is estimated total costs for this position, including benefits and other expenses, would be $103,000 in FY 2017, $105,000 in FY 2018, $111,000 in FY 2019, and $117,000 in FY 2020.
This bill does not provide an appropriation for the newly established chartered public school program officer position.
