STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\testablishing a committee to study the necessity of creating a chartered public school program officer position and to study appropriations to chartered public schools for the 2016 and 2017 fiscal years.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  Committee Established.  There is established a committee to study the necessity of creating a chartered public school program officer position and to study appropriations to chartered public schools for the 2016 and 2017 fiscal years.

\t2  Membership and Compensation.

\t\tI.  The members of the committee shall be as follows:

\t\t\t(a)  Three members of the senate, appointed by the president of the senate.

\t\t\t(b)  Three members of the house of representatives, appointed by the speaker of the house of representatives.

\t\tII.  Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

\t3  Duties.  

\t\tI.  The committee shall:

\t\t\t(a)  Study whether it is necessary to create a chartered public school program officer position in the department of education.

\t\t\t(b)  Examine appropriations made to chartered public schools in the fiscal years ending June 30, 2016 and June 30, 2017, examine chartered public school enrollments or projected enrollments for those fiscal years, and determine if there is or will be surplus appropriations to chartered public schools in those fiscal years.  

\t\tII.  The committee may solicit the testimony of any individual or organization with information that the committee deems relevant to its duties.  

\t4  Chairperson; Quorum.  The members of the study committee shall elect a chairperson from among the members.  The first meeting of the committee shall be called by the first-named senate member.  The first meeting of the committee shall be held within 45 days of the effective date of this section.  Four members of the committee shall constitute a quorum.

\t5  Report.  The committee shall report its findings and any recommendations for proposed legislation to the president of the senate, the speaker of the house of representatives, the senate clerk, the house clerk, the governor, and the state library on or before November 1, 2016.

\t6  Effective Date.  This act shall take effect upon its passage.

SB 483-FN- FISCAL NOTE

 

AN ACT\testablishing the position of chartered public school program officer.

 

 

FISCAL IMPACT:

The Department of Education states this bill, as amended by the Senate (Amendment #2016-0342s), will increase state general fund expenditures by an indeterminable amount in FY 2017 and each year thereafter.  There will be no impact on state, county, and local revenues or county and local expenditures.

 

METHODOLOGY:

The Department of Education states this bill would establish a chartered public school program officer position to support and oversee charter public schools.  The bill provides the new unclassified position would be assessed and reviewed to determine appropriate salary level.  Assuming a start date of July 1, 2017 and an unclassified letter grade of EE, step 1 (starting salary $63,992), it is estimated total costs for this position, including benefits and other expenses, would be $103,000 in FY 2017, $105,000 in FY 2018, $111,000 in FY 2019, and $117,000 in FY 2020.

 

This bill does not provide an appropriation for the newly established chartered public school program officer position.
