STATE OF NEW HAMPSHIRE

AN ACT\tlimiting an exemption from the road toll.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  Exemption From Road Toll.  Amend RSA 260:32, I to read as follows:

\t\tI.  Sales to the United States[, its agencies or instrumentalities; and diplomatic or consular personnel certified by the United States Department of State] government for use of the armed forces only.

\t2  Effective Date.  This act shall take effect January 1, 2017.

SB 494-FN-A- FISCAL NOTE

 

AN ACT\t(New Title) limiting an exemption from the road toll.

 

 

FISCAL IMPACT:

The Department of Safety states this bill, as amended by the Senate (Amendment #2016-0353s), will increase state restricted revenue, increase state restricted expenditures and increase local revenue by an indeterminable amount in FY 2017 and each year thereafter, and increase local revenue by an indeterminable amount in FY 2018 and each year thereafter.  There will be no impact on county revenue or county and local expenditures.

 

METHODOLOGY:

The Department of Safety states this bill limits the exemption road toll for federal government entities to armed forces only.  The Department states it does not have a breakdown of the amount of total federal government sales/refunds that are related to armed forces only and therefore is unable to provide an estimate of this bill’s impact on road toll revenue.  However for informational purposes, it has provided the total federal government sales/refund figures for FY 2015:

To the extent this bill will increase road toll revenue, state highway block grant expenditures and local revenues would increase in FY 2018 and each year thereafter as pursuant to RSA 235:23, 12 percent of total road toll revenue and motor vehicle fees are distributed to cities and towns pursuant to a specified formula in the year following collection.  The Department of Safety states this bill may result in one time minor changes to the Road Toll Bureau’s automated fuel toll system at an estimated cost of less than $10,000.
