STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Seventeen

 

AN ACT establishing a committee to study reducing the cost of county government.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Committee Established.  There is established a committee to study reducing the cost of county government.

2  Membership and Compensation.

I.  The members of the committee shall be as follows:

(a)  Two members of the senate, one appointed by the president of the senate and one appointed by the senate minority leader.

(b)  Two members of the house of representatives, one appointed by the speaker of the house of representatives and one appointed by the house minority leader.

II.  The governor may designate a person with an interest in county government to participate in the study and assist the committee in recommending legislation.  In addition, the committee may seek input and expert advice from interested persons in both the public and private sector which the committee finds relevant to its study.

III.  Legislative members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

3  Duties.  The committee shall:

I.  Review all previous studies and proposed legislation related to reducing, streamlining, or elimination, county government.

II.  Undertake a study of the structure and expense of county government in states of comparable size and population.

III.  Investigate how technology could better be used to reduce the cost of county government.

4  Chairperson; Meetings.  The members of the study committee shall elect a chairperson from among the members.  The first meeting of the committee shall be called by the first-named senate member.  The first meeting of the committee shall be held within 45 days of the effective date of this section.

5  Report.  The committee shall make an interim report on or before November 1, 2017, and a final report on or before November 1, 2018 of its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library.

6  Effective Date.  This act shall take effect upon its passage.
