ANALYSIS

This bill specifies that the state's obligation to file a petition to terminate the parental rights of a parent convicted of murder or manslaughter of a child's sibling or other parent applies to cases in which the child is born after the parent's conviction.  The bill also removes the state's discretion to file the petition in such cases.
