STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Seventeen

 

AN ACT establishing a commission to study and evaluate providing financial incentives for professional media production activity in New Hampshire.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Section; Commission Established.  Amend RSA 77-A by inserting after section 22 the following new section:

77-A:23  Commission Established: Professional Media Production Activity.

I.  There is established a commission dedicated to study and evaluate all possible means of providing financial incentives to encourage and generate professional media production activity in New Hampshire.

II.  The members of the commission shall be as follows:

(a)  Two members of the house of representatives, one of whom shall be from the ways and means committee, appointed by the speaker of the house of representatives.

(b)  One member of the senate who shall be from the ways and means committee, appointed by the president of the senate.

(c)  A member of the commission to study the economic impact of the arts and culture in New Hampshire established in RSA 19-A:14, appointed by such commission.

(d)  The commissioner of the department of cultural resources, or designee.

(e)  The director of the New Hampshire film and television office, or designee.

(f)  Two members of the New Hampshire film and television commission established in RSA 21-K:23, appointed by such commission.

(g)  The commissioner of the department of resources and economic development, or designee.

(h)  A representative of International Alliance of Theatrical Stage Employees (IATSE) Local 481 (New England Studio Mechanics), appointed by an Executive Officer of IATSE Local 481.

(i)  The executive director of the community development finance authority, or designee.

(j)  Two members of the general public, with a professional interest and specific expertise in media production industry development in New Hampshire, appointed by the governor.

III.  The commission's duties shall include, but not be limited to, the following:

(a)  The exploration of possible financial tools and strategies, both public and private, to encourage professional media production activity in New Hampshire;

(b)  Mechanisms already in place in other states that encourage and promote such activity; and

(c)  Additional advice and input from other persons and organizations as the commission deems proper.

IV.  The members of the commission shall elect a chairperson from among the members.  The first meeting of the commission shall be called by the first-named house member.  The first meeting of the commission shall be held within 45 days of the effective date of this section.  Five members of the commission shall constitute a quorum.

V.  The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library in an interim report on or before November 1, 2017, and in a final report on or before November 1, 2018.

2  Repeal.  RSA 77-A:23, relative to the special commission to study and evaluate providing financial incentives for professional media production activity in New Hampshire, is repealed.

3  Effective Date.

I.  Section 2 of this act shall take effect November 1, 2018.

II.  The remainder of this act shall take effect upon its passage.
