STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Seventeen

 

AN ACT establishing a task force to determine the level of service to be provided to clients of community mental health centers.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Section; Task Force to Determine the Level of Service to be Provided to Clients of Community Mental Health Centers.  Amend RSA 135-C by inserting after section 8 the following new section:

135-C:8-a  Task Force to Determine the Level of Service to be Provided to Clients of Community Mental Health Centers Established; Membership; Duties.

I.  There is established the task force to determine the level of service to be provided to clients of community mental health centers.  

II.(a)  The members of the task force shall be as follows:

(1)  Three members of the house of representatives, appointed by the speaker of the house of representatives.

(2)  One member of the senate, appointed by the president of the senate.

(3)  The commissioner of the department of health and human services, or designee.

(4)  A representative of the New Hampshire Community Behavioral Health Association, appointed by the association.

(5)  A client who is receiving services from a community mental health service, appointed by the governor.

(b)  Legislative members of the task force shall receive mileage at the legislative rate when attending to the duties of the task force.

III.(a)  The task force shall determine an acceptable level of service to be provided to clients of community mental centers, determine actions to improve such level of service, and study follow through on quality assurance reports.

(b)  The task force shall solicit information from any person or entity the task force deems relevant to its study.

IV.  The members of the task force shall elect a chairperson from among the members.  The first meeting of the task force shall be called by the first-named house member.  The first meeting of the task force shall be held within 45 days of the effective date of this section.  Four members of the task force shall constitute a quorum.

V.  The task force shall report its findings and any recommendations for proposed legislation to the president of the senate, the speaker of the house of representatives, the senate clerk, the house clerk, the governor, and the state library on or before November 1, 2017.

2  Repeal.  RSA 135-C:8-a, task force to determine the level of service to be provided to clients of community mental health centers, is repealed.

3  Effective Date.  

I.  Section 2 of this act shall take effect November 1, 2017.

II.  The remainder of this act shall take effect upon its passage.
