STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Seventeen

 

AN ACT relative to funding for fire standards instruction.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Department of Safety; Fire Standards Instruction; Appropriation.  Notwithstanding any other provision of law, the appropriation to the department of safety for fire standards instruction, accounting unit 02-23-237010-4652, shall not exceed $1,500,000 for the biennium ending June 30, 2019.

2  Effective Date.  This act shall take effect July 1, 2017.

METHODOLOGY:

This bill limits the total appropriation for the Department of Safety’s fire standards instruction accounting unit (02-23-23-237010-4652) to $1,500,000 for the biennium ending June 30, 2019 (FY 2018 and FY 2019).  The Department’s agency budget request for the FY 2018-19 biennium totals $2,057,286, which would need to be reduced by $557,286 in total to comply with this bill.  Expenditures of the fire standards and training and emergency medical services fund would decrease by an indeterminable amount in each year.  

 

The Department states this level of appropriation would decrease the potential number of student hours by 81,000 and the overall ability to provide services.  Also, the Department states this bill may increase travel and tuition costs to municipalities to the extent emergency responder training would have to be sought elsewhere.
