STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Seventeen

 

AN ACT relative to the acceptance of grants by Carroll county.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Counties; Acceptance of Grants; Policy.  Amend RSA 24:14, I to read as follows:

I.  Appropriations by the county convention shall be itemized in detail and a record thereof shall be kept by the clerk of the convention.  The executive committee of the county shall have authority to review the expenditures of the county after adoption of the county budget.  Such review may occur as often as voted by the executive committee, but no less than twice each year.  The convention may require the county commissioners to report once each quarter to the convention or to the executive committee the expenditures of the county as compared to the budget as voted, in such detail as determined by the convention.  The county convention may require that the county commissioners obtain written authority from the executive committee before transferring any appropriation or part thereof under RSA 24:15.  The county convention may adopt a policy regarding the acceptance of grants, except for Carroll county which shall adopt a policy for acceptance of grants as provided in RSA 24:16-a.

2  New Section; Carroll County Grant Committee; Policy for Acceptance of Grants.  Amend RSA 24 by inserting after section 16 the following new section:

24:16-a  Carroll County Grant Committee; Policy for Acceptance of Grants.

I.  The county convention of Carroll county shall establish a grant committee which shall review grants prior to acceptance for compliance with the policy for acceptance of grants adopted by the convention.

II.  The policy for acceptance of grants shall be adopted by majority vote of the Carroll county convention and shall include:

(a)  That the grant committee review future anticipated tax burdens resulting from acceptance of a grant.

(b)  That all grant conditions be disclosed prior to acceptance.

(c)  That the source of funds, including donors, shall be disclosed prior to acceptance.

3  Effective Date.  This act shall take effect 60 days after its passage.
