STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Seventeen

 

AN ACT relative to biennial motorcycle inspections.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Inspection of Vehicles; Motorcycles.  Amend RSA 266:1, III to read as follows:

III.  If the owner of the vehicle is a company or corporation or other than a natural person, the annual inspection shall be made during the month designated by the director as the registration month for such legal entity.  Vehicles registered as antique motor vehicles and antique motorcycles and which are 40 years old and over shall be inspected biennially.  Antique motor vehicles and custom vehicles shall be inspected in the month of April.  Without regard to the owner's birth date or registration month, [motorcycles,] autocycles, and recreational vehicles shall be inspected annually by July 1; motorcycles shall be inspected biennially by July 1.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill changes the motorcycle inspection frequency requirement under RSA 266:1 from annually to biennially.  The Department of Safety states current inspection revenue generated from motorcycle inspections is $240,533.  Ten percent of motorcycles registered each year are new; therefore, reductions in revenue ($216,480) would be in the following fiscal year (FY 2019) of this bill's passage, and every other fiscal year thereafter.  Vendor inspection sticker purchases needed to be made by the Department would also decrease in these fiscal years by an estimated $12,000.  Pursuant to RSA 235:23, not less than 12 percent of the total motor vehicle fee revenue collected in the previous year is distributed to municipalities by the Department of Transportation as highway block grants.  Therefore, this bill would result in a decrease in state highway fund expenditures and local revenues of $25,978 ($216,480 X .12) every other year beginning in FY 2020.
