ANALYSIS

 

This bill makes an appropriation to the Internet crimes against children task force for each year of the 2018-2019 biennium.  

 

This bill is a request of the committee to study funding options for the Internet crimes against children task force established in 2016, 160 (SB 544).

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Seventeen

 

AN ACT making an appropriation to the New Hampshire Internet crimes against children task force.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Appropriation.  The sum of $250,000 for the fiscal year ending June 30, 2018, and the sum of $250,000 for the fiscal year ending June 30, 2019, are hereby appropriated to the New Hampshire Internet crimes against children task force to assist with the training of additional staff and to expand educational efforts to interested groups, schools, and parents.  The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

2  Effective Date.  This act shall take effect July 1, 2017.

METHODOLOGY:

This bill makes a direct general fund appropriation of $250,000 in each FY 2018 and FY 2019 to the New Hampshire Internet Crimes Against Children Task Force (NH ICAC), a non-state agency, to assist with the training of additional staff and to expand educational efforts to interested groups, schools, and parents.  The NH ICAC is a multiagency, multijurisdictional organization that has developed responses to prevent, interdict, investigate and prosecute internet crimes against children and enables law enforcement to acquire the technical skills, specialized equipment, and resources to effectively investigate and prosecute offenders.
