STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Seventeen

 

AN ACT increasing the amount of inspection sticker fees to be transferred to the motor vehicle air pollution abatement fund.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Inspection of Vehicles; Fees.  Amend RSA 266:2 to read as follows:

266:2  Fees.  The fee for inspection stickers shall be [$3.25] $3.75 for each sticker furnished an approved inspection station.  The division shall transfer [$.25] $.75 of each fee collected under this section to the motor vehicle air pollution abatement fund established by RSA 125-S:3 and $.25 of each fee collected under this section to the general fund.  All unused stickers returned by the approved inspection station to the division shall be refundable at the rate of [$3.25] $3.75 each, except that unused stickers purchased from the division for a fee of [$2.50] $3.25 shall be refundable at the rate of [$2.50] $3.25 each.

2  Effective Date.  This act shall take effect July 1, 2017.

*Pursuant to Part II, article 6-a of the New Hampshire constitution, any costs associated with the collection and administration of Highway Funds by the Department of Safety shall be deducted by the Department before such funds are credited to the Highway Fund as unrestricted revenue.

 

METHODOLOGY:

This bill increases vehicle inspection sticker fees under RSA 266:2 for stickers furnished from approved inspection stations from $3.25 to $3.75 and increases the transfer of each fee collected to the Motor Vehicle Air Pollution Abatement Fund from $.25 to $.75.  This bill also increases the fee and refund rate for vehicle inspection stickers purchased by the Division of Motor Vehicles from $2.50 to $3.25.  Based on the number of inspection stickers sold in FY 2016 (1,468,148), and similar numbers of sticker purchases expected each fiscal year thereafter, there would be an increase of $734,074 (1,468,148 X .50) each fiscal year to the Motor Vehicle Air Pollution Fund.  The Department of Safety estimates a one-time expenditure of $5,200 in FY 2017 to make system programming changes to implement legislation.
