STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Seventeen
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Statement of Intent. The general court finds that the practice of taking the deed or certificate of origin for automobiles is an unnecessary and costly duplication of process and is in violation of the Fifth Amendment to the Constitution for the United States of America and an unlawful conversion of private property.
2 Repeal. The following are repealed:
I. RSA 260:24, establishing the bureau of certificate of title.
II. RSA 260:25, relative to staff of the bureau of certificate of title.
3 Staff. Current employees of the bureau of certificate of title in the department of safety may be reassigned or offered transfer to other open positions in other agencies of the state.
4 Unlawful Conversion of Property. The general court further orders the attorney general to immediately investigate and determine who initiated the deception that has burdened the people with the excessive cost of their right to travel. Upon such determination the attorney general shall prosecute the culprits that have unlawfully trespassed upon the people's right to travel and committed the common law crime of unlawful conversion of people's private property.
5 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill eliminates the Bureau of Certificate of Title within the Division of Motor Vehicles and orders the Attorney General to conduct an investigation. Residents of New Hampshire are required to apply for a New Hampshire title for any motor vehicle that meets the requirements. The Bureau administers all title applications for proper transfer of ownership, recording of liens, and to check for federal odometer requirements. In FY 2016, the Bureau issued over 398,500 titles. This bill allows for the transfer or reassignment of Bureau employees to other state agencies. The Department of Safety has provided the following estimated impact this bill would have on its revenues and expenditures:

Local governments collect a fee of $2.00 for every title processed and in FY 2016 there were over 371,000. In addition, pursuant to RSA 235:23, I, 12 percent of previous year gross road toll and motor is distributed as municipal block grants to cities and towns from the state highway fund.
