STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Seventeen
AN ACT relative to enrollment eligibility for regional career and technical education programs.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Regional and Career Technical Education; Program. Amend the introductory paragraph of RSA 188-E:5, V to read as follows:
V. Regional career and technical education centers shall, on a space available basis, enroll any student requesting enrollment who has attended [2 years] one year of high school regardless of the number of academic credits earned, except that the Manchester school district shall, on a space available basis, enroll and bear the associated costs for any Manchester school district student in grades 9-12 who resides in the city of Manchester and who requests enrollment in a regional career and technical education center within the district, provided that in either case:
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill changes the requirement to participate in a career and technical education (CTE) program from having attended two years of high school to one year, which may increase the overall participation in such programs. Sending districts incur tuition and transportation costs for students sent to CTE programs and therefore to the extent additional students participate in CTE programs, sending districts may experience increased tuition and transportation costs, while receiving districts may experience increased program costs, as well as increased tuition revenue from sending districts. The State does offer CTE tuition and transportation reimbursement to districts, however since the aid program is limited to amounts appropriated (pro-rated based on available budgeted amounts), this bill would have no impact on state expenditures.
