AN ACT establishing a credential for master teacher in school counseling and relative to the membership of regional advisory committees for career and technical education.

This bill establishes the credential of master teacher in school counseling.  The bill also adds a school counselor as a member of each regional career and technical education advisory committee.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Seventeen

 

AN ACT establishing a credential for master teacher in school counseling and relative to the membership of regional advisory committees for career and technical education.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  State Board of Education; Rulemaking Authority.  Amend RSA 186:8, VI to read as follows:

VI.  Certification standards for advanced teaching credentials, including administering the master teacher credential as provided in RSA 189:14-f, and the master teacher in school counseling credential as provided in RSA 189:14-i.

2  New Section; School Boards; Master Teacher in School Counseling.  Amend RSA 189 by inserting after section 14-h the following new section:

189:14-i  Master Teacher in School Counseling.  

I.  The state board of education shall establish the educational credential of master teacher in school counseling and grant it to those persons who have fulfilled at least the following requirements:

(a)  Academic preparation which shall include a master's-level degree and graduate coursework in curriculum development, supervision, and evaluation.

(b)  Teaching experience, including at least 7 years during which a teaching certificate was held.

(c)  Demonstrated quality teaching to be satisfied by meeting professional criteria developed by the professional standards board and approved by the state board of education, which criteria shall include:

(1)  Quantitative evaluations of teaching quality from students, parents, peers, and administrators.

(2)  At least 3 classroom observations of the candidate by an independent observer from outside the candidate's school district.

(3)  At least 4 significant and rigorous written tasks and exercises.

(4)  Demonstrated quality in advising students concerning career and technical education programs, certificates, and internship opportunities at area employers related to career and technical education.

(5)  Demonstrated knowledge of career and technical education programs, the activities of the regional advisory committee, the activities of the career and technical education craft committees pursuant to RSA 188-E:4-a, and regional employers.  

II.  The purposes of the credential are to allow experienced teachers an opportunity for professional growth and development, and to identify highly qualified, experienced teachers to serve as resources in their areas of expertise in curriculum development, mentoring, supervising, evaluating teachers, and in other areas as may be determined by their schools and school districts.

III.  Master teachers in school counseling shall have no authority to effectively recommend any personnel action.  However, their activities may form the basis for an independent administrative performance review.

3  Regional Career and Technical Education; Advisory Committees.  Amend RSA 188-E:4-a, I to read as follows:

I.  Each designated region shall have a regional advisory committee consisting of representatives from each sending district and the receiving district.  Appointees from each district shall represent a reasonable balance among the recognized vocational areas including, but not limited to, agriculture, marketing and distribution, health, home economics, office occupations, and trades and industry.  One appointee on each advisory committee shall be a school counselor from a sending or receiving district.  Each regional advisory committee shall have at least 7 members representative of the districts and vocational areas.

4  Effective Date.  This act shall take effect 60 days after its passage.
