1 Purpose. It is the intention of the general court to provide sufficient funding to the department of health and human services for early childhood intervention services, through the family centered early supports and services program. Early childhood intervention, such as occupational, physical, and speech-language therapies for developmental disabilities and/or delays, mitigate, improve, and often cure these situations at a critical age, forestalling more extensive and expensive medical or educational intervention at a later age, and best prepare a child for entering school.

2 Department of Health and Human Services; Appropriation. The sum of $1,300,000 in general funds together with federal matching funds for the fiscal year ending June 30, 2018, and the sum of $1,300,000 in general funds together with federal matching funds for the fiscal year ending June 30, 2019, are hereby appropriated to the department of health and human services, for the purpose of providing services to children who have applied and have been determined eligible for early childhood intervention services through the family centered early supports and services program. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

3 Effective Date. This act shall take effect July 1, 2017.
