STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Seventeen

 

AN ACT relative to the definition of average daily membership in attendance.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Adequate Education; Definitions.  Amend RSA 198:38, I(a) to read as follows:

(a)  "Average daily membership in attendance'' or "ADMA'' means the average daily membership in attendance, as defined in RSA 189:1-d, III, of pupils in kindergarten through grade 12, in the determination year, provided that [no kindergarten pupil shall count as more than 1/2 day attendance per school year] a kindergarten pupil shall count as 1/2 day attendance in a school district operating a half-day kindergarten program, and as full day attendance in a school district operating a full-day kindergarten program.  ADMA shall only include pupils who are legal residents of New Hampshire pursuant to RSA 193:12 and educated at school district expense which may include public academies or out-of-district placements.  For the purpose of calculating funding for municipalities, the ADMA shall not include pupils attending chartered public schools, but shall include pupils attending a charter conversion school approved by the school district in which the pupil resides.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill amends the definition of average daily membership in attendance (ADMA), for the purpose of calculating adequate education grants, by eliminating that kindergarten pupils shall count as no more than half day attendance, effective for the FY 2018 education grant payments.  The per pupil base adequacy cost for FY 2018 is $3,636.06, with the kindergarten maximum of $1,818.03.  Based on  preliminary data, which does not include new full-day programs that may have started in September of 2016, traditional public schools will see a total increase of $14,537,978 in adequate education grants in FY 2018 under this bill:

In addition, public charter schools would receive additional funding to the extent they offer full-day kindergarten.  The Department of Education estimates 193 full-day kindergarten students for a total increase in aid of $350,880 (193 X $1,808.03).
