AN ACT relative to a procedural manual for department of safety policies and relative to reporting requirements regarding revenue generated from safe boater education certificates.

This bill requires the commissioner of the department of safety to prepare a procedural manual of department of safety policies.  The bill also requires a biennial rather than annual report on revenue generated from safe boater education certificates.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Seventeen

 

AN ACT relative to a procedural manual for department of safety policies and relative to reporting requirements regarding revenue generated from safe boater education certificates.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Paragraph; Department of Safety; Duties of Commissioner; Procedural Manual.  Amend RSA 21-P:4 by inserting after paragraph XVI the following new paragraph:

XVII.  Prepare, issue, and periodically update a manual of policies and procedures to be used by employees and supervisors to provide consistency in approach to tasks and situations, promote economy of operation and adherence to the department's mission, and ensure effective customer service.  The commissioner shall ensure that no such policies conflict with state or federal laws, rules, or regulations, including the state manual of procedures and provisions of the collective bargaining agreement.

2  Safe Boater Education Certificates; Biennial Report.  Amend RSA 21-P:10-b, I to read as follows:

I.  The department of safety shall submit as part of the [annual] biennial report required under RSA 20:7, a report on the revenue generated from safe boater education certificates.

3  Effective Date.  This act shall take effect upon its passage.
