METHODOLOGY:

This bill authorizes the Department of Health and Human Services to enter into a contract with a physician charged with monitoring practices and policies related to the state-sanctioned use of methadone, Vivitrol, and Suboxone.  The bill stipulates that all expenses related to this contract shall be paid out of the Department's operating budget.  The Department states that, since the scope of the physician's responsibilities are unclear from the text of the bill, it is difficult to determine the bill's fiscal impact.  The Department estimates the bill will result in increased expenditures of between $100,000 and $300,000 per year.
