STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Eighteen

 

AN ACT relative to the advanced manufacturing education advisory council.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Advanced Manufacturing Education Advisory Council.  Amend RSA 188-E:21 to read as follows:

188-E:21  Advanced Manufacturing Education Advisory Council Established.  There is established an advanced manufacturing education advisory council to advise the department of education in the implementation, evaluation, and expansion of the advanced manufacturing curriculum, to assist the department of education in pursuing public and private funds in order to ensure statewide access for all public high school students to advanced manufacturing curriculum coursework, and to coordinate funds from public and private sources to support manufacturing workforce development training efforts.

2  Advanced Manufacturing Education Advisory Council; Duties.  Amend RSA 188-E:23 to read as follows:

188-E:23  Duties.

I. The advisory council shall advise the department of education in the following areas relative to the implementation of advanced manufacturing curriculum:

[I.] (a)  Curriculum expansion and revision.

[II.] (b)  Curriculum eligibility requirements.

[III.] (c)  Curriculum quality.

[IV.] (d)  Fund raising from private and other sources.

[V.] (e) Allocation of funds necessary for the curriculum.

II.  The advisory council may accept funds from public and private sources for the purpose of supporting private and nonprofit manufacturing workforce development training efforts.  Such funds shall be deposited into the advanced manufacturing education fund established under RSA 188-E:23-a.  The advisory council shall, by majority vote, provide grants for training outside of the public education system, including apprenticeships, work readiness, and employee training, based on available funds.  

3  New Section; Advanced Manufacturing Education Fund Established.  Amend RSA 188-E:23 by inserting after section 23 the following new section:

188-E:23-a  Advanced Manufacturing Education Fund Established.  There is established in the office of the state treasurer a nonlapsing fund to be known as the advanced manufacturing education fund to be administered by the commissioner of the department of education, which shall be kept separate and distinct from all other funds.  All moneys in the advanced manufacturing education fund shall be continually appropriated to the commissioner of the department of education to provide grants as determined by the advanced manufacturing education advisory council established under RSA 188-E:23.

4  New Subparagraph; Application of Receipts; Dedicated Fund Added.  Amend RSA 6:12, I(b) by inserting after subparagraph (339) the following new subparagraph:

(340)  Moneys deposited in the advanced manufacturing education fund established under RSA 188-E:23-a.

5  Effective Date.  This act shall take effect 60 days after its passage.
