1 School Boards; Duty to Provide Education. RSA 189:1-a, II is repealed and reenacted to read as follows:
II.(a) In each school operated and governed in its district, an elected school board shall be responsible for:
(1) Establishing the structure, accountability, advocacy, and delivery of instruction.
(2) Establishing the curricula and courses taught.
(3) Approving contracts for digital learning programs.
(4) Adopting educational standards that meet or exceed state minimum standards.
(5) Adopting methods for assessing student performance in those years in which a statewide assessment is not given, to meet the requirements of RSA 193-C.
(b) To accomplish its responsibilities under subparagraph (a), and to support flexibility in implementing diverse educational approaches, each school board shall establish, in each school operated and governed in its district, instructional policies that establish instructional goals based upon available information about the knowledge and skills students will need in the future.
2 New Paragraph; Responsibility of School Boards; Definitions; Digital Learning Programs. Amend RSA 189:1-d by inserting after paragraph IV the following new paragraph:
V. "Digital learning programs" mean digital course materials, online learning management systems, or virtual classrooms and teachers that are used to enhance instruction or a student's learning experience, or for student assessment.
3 Effective Date. This act shall take effect 60 days after its passage.
