1 College and University System; Freedom of Association. Amend RSA 187-A:16-b to read as follows:

187-A:16-b Freedom of Association.

I. No institution within the university system of New Hampshire which accepts state funds shall prohibit, as a condition of admission or continued enrollment, any student from becoming a member of any group or organization, nor shall an institution take disciplinary action against a student based solely on the student's membership in a group or organization.

II. No institution within the university system of New Hampshire which accepts state funds shall prohibit, as a condition of employment or continued enrollment, any employee from becoming a member of any group or organization, including a labor union, nor shall an institution take disciplinary action against an employee based solely on the employee's membership in a group or organization, including a labor union. No university funds shall be spent for the purpose of discouraging employees from exercising their rights of association by joining or forming a labor union or opposing the formation of union bargaining units under RSA 273-A.

2 Effective Date. This act shall take effect 60 days after its passage.
