1 Governor's Commission on Disability; Executive Director. Amend RSA 275-C:4 to read as follows:
275-C:4 Executive Director; Staff. The commission shall select an executive director of the commission by a vote of a majority of all voting commission members. The executive director shall be in the unclassified service of the state with an annual salary as shall be prescribed by RSA 94 and shall act as secretary to the commission and shall perform such other duties as the commission may require of him. The commission shall approve employment of such clerical help and other employees as are necessary, upon the recommendation of the executive director. The executive director shall also supervise the council director of the New Hampshire council on developmental disabilities and related staff pursuant to RSA 19-J:4.
2 New Hampshire Council on Developmental Disabilities; Council Director. Amend RSA 19-J:4 to read as follows:
19-J:4 Executive Director Council Director; Staff. The council shall select an executive, in consultation with the executive director of the governor's commission on disability, a council director by a vote of a majority of all voting council members. The executive council director shall be in the classified service of the state and shall perform such duties as the council may require and shall report to the executive director of the governor's commission on disability pursuant to RSA 275-C:4. The council shall maintain sufficient staff, supervised by the council director at the direction of the executive director, to carry out the duties of the council. The hiring of staff shall be done in accordance with state personnel policies and procedures except that the state shall not apply hiring freezes, reductions in force, prohibitions on staff travel, or other policies, to the extent that such policies would impact staff or functions funded with federal funds and would prevent the council from carrying out its functions under the DD Act.
3 Effective Date. This act shall take effect upon its passage.
