The general court further finds that professional sport associations have already adopted policies prohibiting the use of these performance enhancers as well as policies for random drug testing of the players to protect the players, and the NCAA has already taken actions similar to the professional sporting associations and prohibited the use of steroids and enacted random drug testing for college level athletes. The general court also finds that there are potential side affects to these artificial steroids that could put our citizens at risk.
