STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eighteen
AN ACT relative to state inspection of new motor vehicles.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Inspections; Expiration. Amend RSA 266:1, II to read as follows:
II. Any vehicle registered under this title, except an OHRV, snowmobile, moped, or other exempt vehicle, shall be inspected once a year, during the month in which the birth date of the owner is observed, if the owner is a natural person, provided that a new motor vehicle shall not be required to be reinspected during the 3 years following the manufacturer's model year. An inspection sticker shall be valid for the same duration as the vehicle's registration, which shall not exceed 16 months. If the month in which the anniversary of the owner's birth occurs will be one of the next 4 months, an inspection sticker may be issued, with an expiration date of the birth month in the following year, of the first person named on the title application. An inspection sticker for a new motor vehicle shall have an expiration date during the year that is 3 years after the manufacturer's model year. Nothing in this paragraph shall require any person who has registered and had inspected a vehicle with temporary plates to have the vehicle reinspected upon receipt of permanent motor vehicle plates. An inspection sticker shall not expire when a vehicle is transferred to a licensed dealer.
2 Effective Date. This act shall take effect January 1, 2019.

METHODOLOGY:
This bill provides that a new motor vehicle shall not be required to be re-inspected during the three (3) years following the manufacturer’s model year, allowing owners to inspect vehicles upon purchase and then again during the third year after the model year. Based on the average of the last three model year vehicles (2015-2017), it is estimated 67,578 inspections per year would qualify for the new vehicle three-year inspection this bill authorizes. Based on the current fee amount of $3.25, of which $0.25 goes to the state general fund, $0.25 goes to the motor vehicle air pollution abatement fund, and the remainder ultimately is credited as restricted cost of collections* revenue to the Department of Safety, the impact of this bill on revenues is as follows:

This bill may result in an indeterminable net impact to state “cost of collections” expenditures as there would be an increase relative to required vehicle inspection system reprogramming changes and a decrease to the extent fewer inspection stickers will need to be produced. In addition, pursuant to RSA 235:23, not less than 12 percent of the total motor vehicle fee revenue collected in the previous year is distributed to municipalities as highway block grants. Therefore, this bill would result in a decrease in state highway fund expenditures and local revenue of $33,451 ($278,759 X 12%) in FY 2020 and $66,902 ($557,519 X 12%) in FY 2021 and each year thereafter.
