ANALYSIS
This bill requires that an audio and video recording of all proceedings of committees of the house of representatives shall be available for live viewing on the Internet and posted on the general court website.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eighteen
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; House of Representatives; Record of Proceedings. Amend RSA 14 by inserting after section 11 the following new section:
14:11-a House of Representatives; Record of Proceedings. The house of representatives shall make and preserve an audio and video record of proceedings of committees of the house of representatives, including all hearings of standing committees, work sessions, executive sessions, house committees of conference, or any other committee proceeding which is subject to prior notice in the house calendar. All such proceedings shall be available for live viewing on the Internet. Digital recordings of the proceedings shall be posted on the general court website for public access and made available to the house clerk for preservation.
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill requires the House of Representatives to make and preserve an audio and video record of proceedings of committees of the House, including all hearings of standing committees, work sessions, executive sessions, committees of conference, or any other committee proceeding which is subject to prior notice in the House Calendar. Digital recordings of the proceedings shall be posted on the General Court website for public access and made available to the House Clerk for preservation.
The Legislative Branch indicates there are start up and operational costs for implementing this technology in 19 additional House committee rooms. The start up cost in 2014 for rooms 210-211 in the Legislative Office Building was $5,900 and the annual streaming cost is $5,400 per room. The start up cost for the 19 rooms is estimated at $112,100 (19 x $5,900) and the annual streaming cost for the 19 rooms is estimated at $102,600 (19 x $5,400). One additional AVT employee would be needed with salary and benefits totaling $83,011 for FY 2019, $85,790 for FY 2020, $88,640 for FY 2021, and $91,630 for FY 2022. Total costs are as follows:
