STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eighteen
AN ACT establishing apprenticeship programs for unemployed workers.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Apprenticeship Programs in Trade and Industry; Apprenticeship Council Duties. Amend RSA 278:3 by inserting after paragraph I the following new paragraph:
I-a. Encourage and promote the development of full-time apprenticeship programs in the trade unions including electricians, plumbers, steamfitters, ironworkers, sheetmetal workers, painters, laborers, insulators, and carpenters. Applicants for such programs shall be 18 years of age or older. The department of employment security shall interview applicants and make recommendations to potential union employers. The minimum pay for selected applicants shall be $12 per hour and funding for the first 3 months of an approved apprenticeship program shall come from the training fund established in RSA 282-A:138-a.
2 Unemployment Compensation; Training Fund. Amend RSA 282-A:138-a, I to read as follows:
I. There is hereby created in the state treasury a special fund to be known as the training fund. Commencing January 1, 2002, the moneys in this fund may be used, solely as determined by the commissioner of business and economic affairs in accordance with rules and guidelines adopted by the commissioner of business and economic affairs, for funding training under the job training program for economic growth, established under RSA 12-O:30 through 12-O:37, and for funding trade union apprenticeships offered pursuant to RSA 278:3, I-a. Rulemaking authority relative to administration of the grant award process shall be with the commissioner of resources and economic development pursuant to RSA 12-O:33.
3 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
The Department of Business and Economic Affairs indicates this bill would allow the Job Training Program to provide funding for approved applicants for apprenticeships in trade union programs. Training programs are coordinated through the Office of Workforce Opportunity with support and consultation from the State Workforce Innovation Board. The Job Training fund is available to New Hampshire businesses and to businesses intending to locate in New Hampshire and paying quarterly taxes into the NH Unemployment Trust fund. The Department assumes there will be an increase in applications for the Job Training fund since the bill would expand eligibility from employers to include individuals 18 years old or older. The Department does not have information on which to estimate the potential increase in applicants or the associated costs to administer additional contracts, but states RSA 12-O:35,IV prevents the Department from using more than 10 percent, or $200,000 from the Job Training fund to administer the Job Training Program.
Under the proposed RSA 278:3,I-a, the Department of Employment Security would be responsible for interviewing applicants and making recommendations to potential union employers. The Department does not have information on the potential number of applicants and is not able to determine the fiscal impact.
The Department of Labor states this bill would not have an appreciable impact on the Department of Labor operations.
