METHODOLOGY:

* This bill makes an appropriation of $5,000,000 in FY 2018 and $5,000,000 in FY 2019.  However, the effective date of the bill is July 1, 2018, the start of FY 2019.

The Department of Environmental Services assumes the bill intends to appropriate $10,000,000 over two fiscal years for the purpose of managing invasive aquatic species in state waterways.  In fiscal year 2018, roughly 1/3 of the area of infestations in New Hampshire was being managed and controlled for a total cost of $1.3 million, not including prevention and early detection activities.  The Department indicates the cost of expanding the program to manage all infested areas in state waterways could easily amount to well over $5,000,000 annually.  There would be no impact on county revenue and expenditures since grants are not typically awarded to counties.  The impact on local revenue and expenditures is indeterminable and will depend on where the type and degree of infestations and when the appropriation is made.  The Department states the bill does not address unspent appropriation and, absent such language, any remaining appropriation would lapse at the end of the state fiscal year.
