ANALYSIS

 

This bill provides that revenues generated from the use of the energy infrastructure corridor within a turnpike shall be deposited in the turnpike fund.

 

This bill is a request of the department of transportation.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Eighteen

 

AN ACT relative to energy infrastructure corridor revenue.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Energy Infrastructure Corridors; Revenues.  Amend RSA 162-R:6, II to read as follows:

II.(a)  Except as provided in subparagraph (b), all revenues generated from the use of state-owned land or assets within energy infrastructure corridors designated under this chapter shall be deposited in the highway fund for use solely in state transportation programs funded in whole or in part by the Federal Highway Administration or other federal agencies and included in the state's 10-year transportation plan.  Nothing in this section shall be deemed to affect the responsibility of a developer to pay separately to the site evaluation committee the fees required under RSA 162-H.

(b)  Revenues generated from the use of state-owned land or assets within a turnpike shall be deposited in the turnpike fund.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill requires all revenue generated from the use of state-owned land or assets within energy infrastructure corridors within a turnpike to be credited to the turnpike fund, rather than the highway fund.  Therefore, this bill may result in a turnpike fund revenue increase, with a corresponding decrease to highway fund revenue, to the extent such revenue is generated.
