STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eighteen
AN ACT relative to an exemption from the board of registration of medical technicians.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Board of Registration of Medical Technicians; Definitions. Amend RSA 328-I:1, IV to read as follows:
IV. "Health care facility'' means health care facilities licensed under RSA [151] 151:2, I(a) and (d).
2 Effective Date. This act shall take effect upon its passage.

METHODOLOGY:
The Office of Professional Licensure and Certification states this bill would allow certain health care facilities to hire medical technician who are not licensed or certified. The Office indicates there would be a decrease in general fund unrestricted revenue received from registration fees. The Office does not have information on which to estimate the amount of such decrease. There would be no corresponding decrease in expenditures since the Office's existing clerical staff provide support for multiple boards and any decrease in medical technician registrations would be small relative to the total workload.
The Department of Health and Human Services indicates this bill would exempt health care workers from registering as a medical technician. The Department states the registration requirement places a financial burden on personal care workers in settings such as assisted living, home health care and community residences. The Department assumes workers in these settings are not considered “medical technicians” and this bill would clarify that medical technicians are only those health care workers who work in settings such as hospitals and ambulatory surgical centers. The Department indicates the bill would have no fiscal impact on the Department.
