115:1 New Subdivision; Commission to Study and Evaluate the Impact of the Discharge of State Prisoners. Amend RSA 622 by inserting after section 58 the following new subdivision:
Commission to Study and Evaluate
the Impact of the Discharge of State Prisoners
622:59 Commission Established. There is established a commission to study and evaluate the impact of the discharge of state prisoners.
I. The members of the commission shall be as follows:
(a) One member of the senate, appointed by the president of the senate.
(b) One member of the house of representatives, appointed by the speaker of the house of representatives.
(c) The commissioner of the department of corrections, or designee.
(d) The commissioner of the department of health and human services, or designee.
(e) One member representing the city of Concord, appointed by the mayor of the city of Concord.
(f) The chairperson of the Greater Concord Chamber of Commerce, or designee.
(g) The chief executive officer of Concord Hospital, or designee.
(h) One member representing New Hampshire Legal Assistance, appointed by that organization.
(i) One member representing the Concord Coalition to End Homelessness, appointed by that organization.
(j) One member representing Riverbend Community Mental Health, appointed by that organization.
(k) The warden of the New Hampshire correctional facility for women, or designee.
(l) One member representing the New Hampshire Association of Criminal Defense Lawyers, appointed by that organization.
II. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.
III. The commission shall study and evaluate the impact of the discharge of state prisoners in Concord and surrounding municipalities and the effectiveness of the state's discharge planning resources, including job training and family reunification.
IV. The members of the commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the senate member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Six members of the commission shall constitute a quorum.
V. The commission shall report its findings and any recommendations for proposed legislation to the president of the senate, the speaker of the house of representatives, the senate clerk, the house clerk, the governor, and the state library on or before November 1, 2018.
115:2 Repeal. RSA 622:59, relative to the commission to study and evaluate the impact of the discharge of state prisoners, is repealed.
115:3 Effective Date.
I. Section 2 of this act shall take effect November 1, 2018
II. The remainder of this act shall take effect upon its passage.
