ANALYSIS

 

This bill establishes the position of communications director and transfers the funding for such position.  This bill also clarifies the title of a current position in the insurance department.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Eighteen

 

AN ACT relative to positions within the insurance department.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

140:1  Insurance Department; Communications Director; Position Established.

I.  There is established within the insurance department the unclassified position of communications director.  The communications director shall be qualified to hold that position by reason of education and experience and shall perform such duties and exercise such powers as the commissioner may authorize.

II.  The salary of the communications director shall be determined after assessment and review of the appropriate temporary letter grade allocation in RSA 94:1-a, I(b) for the position which shall be conducted pursuant to RSA 94:1-d and RSA 14:14-c.  Upon completion of this action and appointment of the communications director, position #10949 shall be abolished to allow for the transition of this classified position with its available appropriations into the unclassified position of communications director.  Funding shall be transferred into a new expenditure class 011, within accounting unit 02-24-24-240010-2520.  The incumbent in the abolished position shall be offered the position of communications director.

140:2  Insurance Department; Department Positions.  Amend RSA 400-A:6, VII to read as follows:

VII.  The commissioner shall appoint, as the commissioner's assistants, a director of financial regulation, a director of health economics, a director of health care analytics, a general counsel, an insurance fraud [attorney] director, a senior insurance fraud investigator, a property and casualty actuary, a chief property and casualty actuary, a workers' compensation analyst, a chief life, accident and health actuary, a compliance and enforcement counsel, a chief financial examiner, a communications director, and a health reform coordinator, each of whom shall serve at the pleasure of the commissioner.  The director of financial regulation, director of health economics, director of health care analytics, general counsel, insurance fraud [attorney] director, senior insurance fraud investigator, property and casualty actuary, chief property and casualty actuary, workers' compensation analyst, chief life, accident and health actuary, compliance and enforcement counsel, chief financial examiner, communications director, and health reform coordinator, shall perform such duties and exercise such powers as the commissioner may authorize.

140:3  Compensation of State Officers.  Amend RSA 94:1-a, I(b), salary grade FF to read as follows:

FF Insurance department insurance fraud [prosecutor] director

140:4  Effective Date.  This act shall take effect upon its passage.
