STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eighteen
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 School Boards; Studies. Amend RSA 189:10 to read as follows:
189:10 Studies. The school board shall ensure that health education and physical education are taught to pupils as part of the basic curriculum. The school board shall ensure that all studies prescribed by the state board of education are thoroughly taught, especially physiology, hygiene, and health and physical education as they relate to the effects of alcohol and other drugs, child abuse as established in the definition of "abused child'' under RSA 169-C:3, II, human immunodeficiency virus (HIV)/acquired immunodeficiency syndrome (AIDS), and sexually transmitted diseases on the human system. The school board shall require cardiopulmonary resuscitation (CPR) training to be incorporated into the health education class required of all pupils. The CPR training shall at a minimum include an opportunity to practice and master psychomotor skill-based CPR and an overview of automated external defibrillator use. The CPR training shall be in accordance with the requirements of the American Heart Association, American Red Cross, or other nationally recognized training organization. Formal certification of a pupil shall not be required. The school board shall provide a waiver process for any pupil who is physically unable to perform CPR.
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill requires cardiopulmonary resuscitation (CPR) training be incorporated into the required health education class. The training shall include an opportunity to practice and master psychomotor skill-based CPR and an overview of automated external defibrillator (AED) use. The Department of Education assumes this bill would apply to public high schools and the training would be included as part of the program study of health required for high school graduation. The Department further assumes one staff member from each public high school will need CPR/AED training (if currently there are no such individuals at the school) and this person would provide to students the training required under this bill. While the exact cost of this bill cannot be estimated across all high schools, the Department has provided the following data for informational purposes:
