STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Nineteen

 

AN ACT establishing a commission to study the licensing of drivers from foreign countries.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Section; Drivers' Licenses; Study Commission Established.  Amend RSA 263 by inserting after section 39-a the following new section:

263:39-b  Commission Established.

I.  There is established a commission to study the licensing of drivers from foreign countries.

II.  The members of the commission shall be as follows:

(a)  Two members of the house of representatives, appointed by the speaker of the house of representatives.

(b)  One member of the senate, appointed by the president of the senate.

(c)  The commissioner of the department of safety, or designee.

(d)  The director of the division of motor vehicles, or designee.

(e)  One representative of the New Hampshire Multicultural Student Affairs Consortium, appointed by the organization.

(f)  One representative of the Business and Industry Association of New Hampshire, appointed by the organization.

(g)  One representative of the New Hampshire Alliance for Immigrants and Refugees, appointed by the organization.

(h)  One representative of the New Hampshire College and University Council, appointed by the organization.

(i)  The secretary of state, or designee.

(j)  The attorney general, or designee.

III.  The members of the commission shall elect a chairperson from among the members.  The first meeting of the commission shall be called by the first-named house member.  The first meeting of the commission shall be held within 45 days of the effective date of this section.  Six members of the commission shall constitute a quorum.

IV.  Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

V.  The commission shall make recommendations relative to licensing of drivers from foreign countries.  In developing recommendations, the commission shall:

(a)  Review the rules and regulations of foreign driving privileges.

(b)  Review the current framework of drivers' license reciprocity.

(c)  Determine how many people with foreign drivers' licenses seek such licensure in New Hampshire.

(d)  Determine how other states grant licenses to individuals who already have drivers' licenses from foreign jurisdictions.

VI.  The commission shall report its findings and recommendations to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2019.

2  Repeal.  RSA 263:39-b, relative to the commission to study the licensing of drivers from foreign countries, is repealed.

3  Effective Date.  

I.  Section 2 of this act shall take effect November 1, 2019.

II.  The remainder of this act shall take effect upon its passage.
