STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nineteen
AN ACT relative to the definition of "multiple line telephone system."
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraphs; Enhanced 911 System; New Definitions. Amend RSA 106-H:2 by inserting after paragraph XV the following new paragraphs:
XVI. "Multiple line telephone system" or "MLTS" means a system comprised of common control units, telephones, and control hardware and software providing local telephone service to multiple end-use customers in businesses, apartments, townhouses, condominiums, schools, dormitories, hospitals, hotels, motels, resorts, extended care facilities and similar entities, facilities, or structures.
XVII. "MLTS owner/operator" means the person or department that operates and maintains an MLTS and has the responsibility for coordinating telephone line numbers with addresses and location information.
XVIII. "Emergency response location" or "ERL" means a description inside of a structure such as the floor number, room number, ordinal location, or similar identifying information used for the purposes of more accurately locating a 911 caller inside of a building.
2 New Subdivision; MLTS 911 Direct Dial and Location Requirements. Amend RSA 106-H by inserting after section 17 the following new subdivision:

106-H:18 MLTS 911 Requirements.
I. The MLTS owner/operator shall configure the MLTS to dial the digits 911 to reach the public safety answering point and to correctly report the correct physical street address of the building where the telephone or other communications device is located for a 911 call.
II. For buildings larger than 40,000 square feet, the MLTS owner/operators shall establish at least one ERL per 40,000 square feet of workspace and provide that information via ALI during a 911 call.
III. For buildings larger than 40,000 square feet with multiple floors, the MLTS owner/operator shall establish at least one ERL per floor and provide that information via ALI during a 911 call.
IV. An MLTS that is installed in a hotel or motel may be configured either:
(a) To have one ERL per room or unit and provide that information via ALI during a 911 call; or
(b) To provide the physical address of the building via ALI during a 911 call while having the room or unit information relayed to a central office or desk that is monitored 24 hours a day, 7 days a week at the facility by a staff member who is able to assist emergency responders.
V. An MLTS which is centrally located in New Hampshire but has telephones or other communications devices attached to the MLTS which are located outside of New Hampshire shall not route 911 calls from these devices to the New Hampshire public safety answering point and shall comply with 911 regulations for the local jurisdiction of that device.
VI. An MLTS which is not centrally located in New Hampshire but has telephones or other communications devices attached to the MLTS located in New Hampshire shall route 911 calls from these devices to the New Hampshire public safety answering point as prescribed in this section.
VII. An MLTS with telephones or other communications devices that are nomadic or able to be transported from one location to another with reconfiguration shall be able to report the correct physical address and ERL for the device. If that device is located outside of New Hampshire, the MLTS shall route 911 calls to the 911 center appropriate to where the device is located.
VIII. This subdivision shall apply to new MLTS and MLTS which are upgraded after the effective date of this subdivision. Existing MLTS shall comply with this subdivision within 4 years of the effective date of this subdivision.
3 Effective Date. This act shall take effect 90 days after its passage.
